blaming overtime amendment on trial lawyers?

In an article entitled House OKs rules to revise overtime, we get the following statement:

“The only winners under this amendment are the trial lawyers,” said Rep. Charles Norwood, R-Ga.


I'm trying to figure out exactly how that works...
